I love the absolute bedlam that appears when a city gets some rain it isn’t expecting. In the dead of winter when everything is bone-dry, it’s fun to get drench and see what happens. People grasping for umbrellas that aren’t there, shielding themselves with their pricey coats; it’s wonderful.
